You will not find any information on this stage in any official guideline, or legal and normative act. There are no legislative requirements. However, it preparation is definitely recommended by adoption professionals and adoptive parents and children.
Preparation is the first step on the path to a responsible and thoroughly planned adoption. This stage can be compared with preparation for biological parenthood: parent/s first consult with medical specialists; they stop bad habits, in most cases, and discuss their ideas about how to raise and care for a child. The adoption process should be treated with the same level of responsibility. The only difference is that consultations are held with social rather than medical workers.

Preparation steps
Arrange an online consultation with an adoption specialist via the DIIA Portal
Make a list of questions to be answered during the consultation. For example, “How long will the adoption process take?”, “How is matching carried out?”, “How many children can I adopt?”, “Can I get contact details of adoptive parents from my community who are ready to share their experience?”, and any other questions answers that will help you make an informed decision about adoption.
Where necessary, contact a psychologist at the regional Social Service Centre to understand your own adoption motives and find your answer to the question “Why do I want to adopt?”.
Immerse yourself in the world of adoption to gain a better understanding of the challenges of this path. There is lots of interesting content on adoption in the section Useful resources –books, films, interviews and podcasts.
Talk to families who have raised orphans and children deprived of parental care, and assess your own readiness for this process based on their actual experiences.
Setting up and attending a consultation does not oblige you to adopt. It is just an auxiliary stage. The purpose of the consultation is to provide you with information that will help you take a conscious decision.
