After the information for candidates to become foster parents in a large foster family is included in the potential guardian, custodian, foster parent, caregiving parent log, the Children’s Service will give the candidates information on children in need of family care.

While establishing contact and meeting with the child, the candidate caregiving parents must adhere to the recommendations and rules learned during the training course on the care of children who are orphaned and children deprived of parental care.

You have been matched with the child. You have met, established contact, and offered your family, and the child has accepted your offer. This outcome is recorded in the statements of meeting and establishing the contact, as is the child’s consent, according to the child’s age and development.

File an application for creating a large foster family and place the child

The application is submitted to the Children's Services office of the district state administration in the cities of Kyiv and Sevastopol, or of the city, district in the city (where established), settlement, or village council (military administration of a locality) at your place of residence (for internally displaced persons — at the place of residence left (abandoned) or at the actual place of residence (stay)). The relevant municipal authority adopts a decision on the establishment of a large foster family based on the submitted application, the conclusion of the Children’s Service, and the recommendations of the Social Services Center.

Outcome of Step:

A decision on the establishment of a large foster family (family-type children’s home) has been adopted by the district state administration in the cities of Kyiv and Sevastopol, or by the city, district in the city (where established), settlement, or village council. Usually, the decision to establish a large foster family (family-type children’s home) is formalized by an order.

Conclude the agreement on organising the activities of the large foster family

After the decision to create a large foster family, the caregivers and the decision-making authority conclude the agreement on organising the large foster family.
