  • Step 1

    Pass mutual selection of the family and the child

    After the information on candidates for foster parents is added to the potential guardian, custodian, foster parent, adoptive parent log, the Children’s Service shall provide information on the children in need of family care.

    Children who are registered as orphaned or deprived of parental care in your administrative territory are to be placed into an foster family for care and co-residence first.

    While searching for, meeting and establishing contact with children, adhere to the recommendations and rules you learned from your training.

    Outcome of Step:

    You have chosen the child or children, and they have chosen you. You have met, established contact, and offered to care for them. They have accepted your offer. This is recorded in the statements of meeting and establishing contact, as well as the child’s assent to placement into the family when appropriate by virtue of their age and development.

  • Step 2

    File an application for creating a foster family

    You need to file an application for creating a foster family (the Children’s Service will help you draw it up), providing information on any debt liabilities, and include a duplicate of the package of documents. The application is submitted to the Children's Service office of the district state administration in the cities of Kyiv and Sevastopol, or of the city, district in the city (where established), settlement, or village council (military administration of a locality) at your place of residence (for internally displaced persons — at the place of residence left (abandoned) or at the actual place of residence (stay)).
    The relevant municipal authority adopts a decision on creating a foster family based on the application, the opinion of the Children’s Services, and recommendations given by the Social Service Centre.

    Outcome of Step:

    A decision on the establishment of a foster family has been adopted by the district state administration in the cities of Kyiv and Sevastopol, or by the city, district in the city (where established), settlement, or village council (military administration of the locality) at your place of residence (for internally displaced persons — at the place of residence left (abandoned) or at the actual place of residence (stay)). Usually, the decision to establish a foster family is formalized by an order.

  • Step 3

    Conclude the agreement on placing children into the family for upbringing and co-residence

    After the decision on creating the foster family is adopted, the foster parents and the authority conclude the agreement on placing the children into the foster family for care and co-residence.

    Outcome of Step:

    The foster parents and the authority that adopted the decision have concluded the agreement on placing children into the foster family for upbringing and co-residence. The agreement stipulates the specific list of obligations and the scope of responsibility of the foster parents in connection with the child’s care and upbringing, as well as obligations of the authority to ensure operation of the foster family.
